History:
The Territorial Administration on Aging was established here in 1974 during Governor Peter Tali Coleman's term in office. Delegate-at-large A.P. Lutali in Washington D.C. requested through U.S. Congress to have a program here to help the seniors of American Samoa. Some of the people here did not want such program, saying that it's a Welfare program and they didn't like to turn American Samoa into a Welfare State. Eventually it was established here as part of the Governor's Office and HC Pulefa'asisina B. Tuiasosopo as its manager. A TAOA staff was hired, Mr. Penei Sewell was its Director, and it became an ASG Agency.

TAOA is one hundered percent federally funded through grants from DHSS and DOL.

Legal Authority and Mandate:
TAOA is operated in part by policies of Area Agency on Aging and ASG.

Mission Statement:
TAOA was established to serve the senior citizens of American Samoa through services funded by our two grantors - DHSS and DOL. The two most popular services and still on-going are:

  1. Nutrition with Food Vouchers served to seniors 60 plus each and every month from TAOA's Senior Center in Pago Pago and our employment program for these 55 years of age and up. 
  2. Our vision is to get some more funds from the Federal Government and some funds from our local government so we can continue to serve our seniors including those who are currently on hold due to lack of funds.

Current & Upcoming Programs and Projects:
Repair work to the last three buildings destroyed by the Tsunami of 2009 is now ongoing scheduled to be completed in two months. The work is done by Nana's Construction Company with funds from FEMA.

A specialized van for our Escort Services is with us now but again, due to lack of funds, it's on hold for now.
