The Honorable Governor Pulaali’i Nikolao Pula, alongside First Lady Lois Phillips-Pula, attended the groundbreaking ceremonies for three major Department of Health (DOH) projects, which marks a significant step forward in enhancing healthcare infrastructure in
American Samoa. These projects are part of the American Rescue Plan Act (ARPA) initiatives and are set to be completed by December 2026.


The Governor was joined by members of the Fono, cabinet officials, DOH leadership and staff, and other distinguished guests. The ceremonies commenced at Lions Park for the new Behavioral Health Facilities, followed by the groundbreaking for the Veterinary Clinic, and concluded with the Tafuna Medical Clinic Expansion.

In his remarks, Governor Pulaali’i expressed his heartfelt appreciation to DOH Director Motusa Tuileama Nua and the ARPA Office for their leadership and commitment to improving public health services in the territory. He emphasized the importance of completing these projects on schedule to meet the ARPA deadline and to ensure timely delivery of critical health services to
the people of American Samoa.


“These projects are more than just buildings, they are investments in the health and future of our community,” said Governor Pulaali’i. “I am extremely proud of the Behavioral Health Facility, which will provide much needed care for those struggling with mental health issues. I was informed by our Behavioral Health division that schizophrenia is currently one of the most pressing concerns. These new resources will provide essential support to those affected.”

The Governor also underscored the significance of the upcoming drug treatment facility, stating, “We must confront the drug crises in our territory head-on. The Lieutenant Governor and I are working closely with church and community leaders to implement policies and legislation that will help curb this growing issue.”


Following the ceremonies, Governor Pulaali’i and the First Lady toured the Tafuna Clinic where they engaged personally with doctors, nurses, and support staff. The Governor seized the opportunity to gain firsthand insight into the challenges and responsibilities shouldered by the healthcare workers and reaffirmed the administration’s commitment to supporting them.


Governor Pulaali’i concluded by thanking everyone who has contributed to the success of these projects, affirming that the development of these facilities reflects the government’s steadfast commitment to improving healthcare access and quality for the people of American Samoa.


“These projects will serve our people for generations to come,” he said. “It is our responsibility to ensure that every resident of American Samoa receives the quality healthcare they deserve.”
